Once Twinsen lands in Zeelich, the invitation proves to be a trap and he is arrested on the landing port. After graduating as a wizard, Twinsen is informed by his master of the possible plot of the Esmers and is sent to investigate their planet by accepting their invitation to all Wizards. The Esmers use their army to secretly capture Twinsun's children and openly invite the wizards to their planet (which is revealed later to be a trap to capture them). After the storm, alien creatures, who call themselves Esmers, land on the planet, under a false diplomatic guise and Twinsen begins training under the Wizard's School after hearing of missing children in the planet. He aids Bersimon, the island's weather wizard, resulting in the clouds disappearing. Twinsen seeks help from Ker'aooc, a healing wizard, who lives on Desert Island. ![]() The Dino-Fly is struck by lightning and crashes in Twinsen and Zoé's garden. Certain locations in the game are initially blocked from the player until they progress to a certain stage.Īfter Twinsen defeated FunFrock, Twinsun was peaceful, until a sudden storm covered Citadel Island. The game's gameplay is partially free-roaming, allowing the player to travel around the islands once they have been "unlocked" by completing certain objectives there are also many tasks which are optional or non-linear. It combines several action game/arcade sequences and some elements from the role-playing game genre. Like its predecessor, LBA 2 is real-time adventure. Essentially every character in the game is interactive and will respond differently when Twinsen speaks to them. The LBA world is considered extremely large and varied for games of its time. All text in the game is spoken by the characters. After completion of certain tasks the player is presented with a full motion video sequence. Unlike LBA, it is possible to save the game at any point. The interior game field is divided in scenes (a small block of the game that is active). All characters and vehicles are 3D polygon-based objects, allowing for full rotation and movement abilities. Who are these Esmers? Are they friends or foes? Twinsen needs to put on his Ancestral Tunic once again and investigate.LBA 2 has two viewing modes - for outdoor scenes a 3D perspective view is used, and for indoor scenes it uses a 3D isometric perspective (the game field is rotated 45 degrees). These forecasts expect the unemployment rate to stay above 6 percent until the last quarter of 2025. In mid-May, the CBO released updated unemployment forecasts for each calendar quarter through 2030. Suppose the federal government were to provide states with fiscal aid for revenue problems only when the unemployment rate exceeds 6 percent, granting $41 billion annually, spaced throughout the year, for every 1 percentage point past this threshold. State governments are supposed to have rainy day funds to smooth spending when revenues drop-at least to a certain extent-so it is reasonable for federal aid to kick in only under extreme circumstances. The revenue shortfalls across all states could reach $41 billion annually for every 1 percentage point increase in the unemployment rate. While previous aid bills have partially addressed pandemic-related spending needs, the primary goal of this new federal aid should be to offset state revenue shortfalls caused by the current recession. While this scale of aid is roughly appropriate to anticipated need over the next several years, a stabilizer would better spread the aid over time and increase or decrease it as necessary. The bill provides $500 billion to states and the District of Columbia. ![]() To illustrate, consider one component of the HEROES Act, federal aid to state governments. Up-front outlays can be scaled back somewhat, and, given CBO’s economic forecast, future costs should be only modest. Such an automatic response would help reduce the severity and length of the recession, thus helping stabilize the economy.Īs House Speaker Nancy Pelosi describes the problem, “if you have a stabilizer in it and something… happen next January, it counts in the bill today… The CBO, they count it today.” In other words, the CBO will “score” stabilizers as having a higher cost for the federal budget, which may create political problems.īut properly designed stabilizers need not add dramatic costs. It could have, however, adopted automatic stabilizers, which would increase the fiscal stimulus over time if the economy performs worse, without the need for additional legislation.
